In an attempt to engage the Soviet Premier, Kennedy wrote to Nikita Khrushchev on the 22nd:"I want you to know immediately and accurately the position of my Government in this matter". Kennedy made sure to point out that the U.S. was determined in the matter, and quickly raised the spectre of Nuclear War, a "war which it is crystal clear no country could win". Kennedy is firm in his message that the U.S. will challenge the siting of the Cuban Missiles until they are removed.
