Minutes of Kremlin Meeting, October 22, 1962
At a meeting in the Kremlin on October 22nd, Khrushchev and top party officials discuss the American reaction to the placing of Soviet missiles in Cuba, and confer on what actions to take next. This is a summary of that meeting. This document gives excellent insight into what the Soviets were hoping to accomplish by placing the missiles there, as well as how ready for war Khrushchev is. As you read the document, pay attention to Khrushchev's directions about what type of weapons to use, and when, in case an attack is made on Cuba. Does he outlaw all use of nuclear weapons? Do the Soviets consider the situation in Cuba to be positive for them at all?
Soviet Premier Khrushchev could be a tough adversary at times. Born in the lower class of Russia, he rose up the ranks of the Communist Party, taking over after the death of Josef Stalin.
